Most of the times I used to get the following this issue in Oracle Applications 11i .This was happened due to maximum number of process reached in the operating system level and forms server getting crash.

TNS-12555: TNS:permission denied
This error has occurred in Oracle Database 11 when was trying to create the new database listener and starting it. There might be many reasons for not starting the listener but in our scenario it is not starting due to corrupted files in /tmp/.oracle directory and it is giving the following error.
